In the Netherlands ArcGIS is widely used by municipalities, water boards, and companies, often alongside open source alternatives such as QGIS or web platforms such as GeoApps. Data exchange uses services, shapefiles, GeoJSON, or GML.
ArcGIS is not an open standard or a Dutch government source like PDOK. It is a product ecosystem; interoperability with WMS, WFS, and national registries remains important.
