In the Netherlands QGIS is popular with municipalities, consultancies, and provinces alongside commercial packages. It reads PDOK and Kadaster services directly; plugins support BGT, 3D, and processing. QField (mobile) shares projects for fieldwork linking to GeoApps Fieldwork.
QGIS is not a web viewer (GeoApps) or an ETL server (FME). Desktop is where you do heavy editing and local analysis; GeoApps shares results with colleagues and citizens via the browser.
